Kebakaran yang terjadi pada KM Umsini di Pelabuhan Makassar menyebabkan kerusakan berat pada sistem propulsi dan instalasi mesin sehingga kapal tidak dapat beroperasi secara mandiri. Kondisi ini menuntut dilaksanakannya operasi penarikan (towing) menuju fasilitas perbaikan di PT PAL Indonesia oleh PT PAL Marine Service sebagai operator yang memiliki kompetensi pada jasa kemaritiman dan layanan tunda. Penelitian ini bertujuan mengevaluasi kesiapan teknis kapal tunda, proses operasional towing, keselamatan kerja, koordinasi lintas lembaga, serta hambatan yang muncul selama penarikan KM Umsini. Metode penelitian menggunakan pendekatan kualitatif studi kasus dengan data yang diperoleh melalui wawancara, analisis dokumen teknis seperti Towing Plan, Bollard Pull Certificate, Milestone Towing, laporan inspeksi, serta rekaman koordinasi dengan Pelni, KSOP, BKI, MWS, dan pihak asuransi. Hasil penelitian menunjukkan bahwa operasi towing berjalan sesuai rencana,ditandai dengan tercapainya indikator keselamatan, ketepatan waktu, dan efisiensi bahan bakar. Kapal AHTS Transko Moloko dinilai layak dengan bollard pull 65,1 ton dan perlengkapan bersertifikasi, meski terdapat catatan terkait persetujuan asuransi, mitigasi risiko cuaca, serta kebutuhan koordinasi intensif saat memasuki alur Surabaya.
